Social Value

What is Social Value?

The Public Services (Social Value) Act 2012 requires all public bodies in England and Wales to consider how the services they commission and procure might improve the economic, social and environmental wellbeing of the area for which they are responsible.

How it is applied

Through tendering of public contracts, the contracting Authority will require bidders to offer either from a pre-selected list of items or offer benefits in the form of employment, social or environmental benefits, proportionate to the contract value. For example, employment opportunities for local residents, voluntary time towards a specific project, support for local and voluntary community sector based organisations.

How it is assessed

The social value benefits must be in addition to the contract services being supplied, must not be included in the tender costs and must be delivered over the term of the contract. The social benefits will account for 5-15% of the total score or tender evaluation score.
